Universal College of Learning returns to regional governance

21 July 2025

From 1 January 2026, the Universal College of Learning (UCOL) will return to regional governance — putting decision-making back in the hands of those who know our communities best, Mike Butterick MP for Wairarapa says.

“With local governance restored, UCOL will be better placed to tailor its training to the needs of local employers — helping more people into jobs and supporting the economic growth of our towns and rural communities.”

“UCOL has campuses in Palmerston North, Masterton, Whanganui, and Horowhenua, offering over 100 programmes across a range of study levels.”

“Polytechnics like UCOL do more than deliver education. They support local businesses, create pathways for school leavers, and help workers upskill without leaving their communities.”

“By shifting governance closer to home, we’re making sure training reflects the realities of our regional labour markets. UCOL will continue to work closely with local employers and industries to deliver the right skills, in the right places, at the right time.”

“These changes are about building a vocational education system that’s flexible, financially sustainable, and aligned with the real employment needs of our region — from Palmerston North to Masterton, Levin to Whanganui.”

“The reforms are part of the Education and Training (Vocational Education and Training System) Amendment Bill, currently before the Education and Workforce Select Committee. The Government expects the Bill to pass in October following public consultation.”

“We’re rebuilding vocational education to deliver on its promise — giving students the skills they need, helping local businesses thrive, and backing the future success of our region.”
