The Better Public Service (BPS) goals of growing the number of children in Early Childhood Education, increasing the proportion of 18 year olds with NCEA Level 2 or equivalent, and increasing graduates of Level 4 or tertiary equivalents have all shown fantastic progress, say Education Minister Hekia Parata and Tertiary Education, Skills and Employment Minister Paul Goldsmith.
“We have a provisional result of 85.2 per cent of 18 year olds achieving NCEA level 2 or equivalent in 2016 - an overall lift in achievement of 10.9 per cent since 2011, and 1.9 per cent more than 2015,” says Ms Parata.
I want to congratulate students, teachers and parents – their hard work is reflected in this wonderful result. That means more young people achieving what is seen as the minimum qualification for success.”
There has been a sharp improvement in Māori and Pasifika achievement in particular since 2011. An estimated 74.7 per cent of Māori achieved NCEA Level 2 or equivalent in 2016 – up from 57.1 per cent in 2011. More than 80 per cent of Pasifika 18 year olds achieved NCEA Level 2 in 2016 – up from 65.5 per cent in 2011.
A record improvement has also been seen in the BPS result for the number of children participating in early childhood education (ECE) before starting school. The participation rate was 96.7 per cent last year – an increase of 2 per cent since March 2011.
“It’s particularly pleasing to see so many more children participating in early learning as research shows that one of the best ways for a child to have a great start in education is for them to be in quality early childhood education,” says Ms Parata.
“Having achieved the original target of 55 per cent of 25-34 year olds with qualifications at Level 4 and above (advanced trade qualifications, diplomas, and degrees), the Government is now working hard towards the revised target of 60 per cent by 2018,” says Mr Goldsmith.
“From around 52 per cent in 2012, we have lifted the rate to 57.2 per cent as of December 2016, which is a fantastic achievement and means many more young New Zealanders are facing the future better equipped than ever before.
“These results have been achieved thanks to the Government’s focus on improving education quality, and increased participation and success.
“We have worked with industry, and Industry Training Organisations to improve the industry training system, improve access to training, and increase achievement rates. There are now over 100,000 industry trainees, and provisional figures indicate we now have 42,900 apprentices across New Zealand.
“New Zealand is now seeing more of our young adults attaining higher qualifications. We need people with world class skills and knowledge to boost the productivity of the New Zealand economy, a challenge this Government is meeting,” Mr Goldsmith says.
The University of Auckland and Victoria University of Wellington have been successful in their bids to host new Centres of Asia-Pacific Excellence (CAPEs), Tertiary Education, Skills and Employment Minister Paul Goldsmith has announced today at an event at Victoria University.
The CAPEs will be cross-institutional centres of excellence specialising in the language, culture, politics and economics of countries or groups of countries within the Asia-Pacific region.
“They are an important and strategic investment in New Zealand’s future. So much of our trade, tourism and migration is focused on the Asia-Pacific region. It makes sense to deepen our understanding of it,” Mr Goldsmith says.
As well as teaching about and researching these countries, each CAPE will be mandated to help learners, exporters, and government agencies improve their understanding of the countries and their languages.
“The new CAPEs will provide initiatives and programmes of use to small and medium enterprises wanting to grow their understanding of the Asian and Latin American markets.”
“The centres will also help individuals better prepare to do business and connect with the Asia-Pacific region.”
CAPEs will further develop New Zealand’s Asia-Pacific rim knowledge and language skills, facilitating collaboration between tertiary education providers and stakeholders to enhance our partnerships with the Asia-Pacific region.
The CAPEs programme was allocated $34.5 million over 4 years in Budget 2016. It is part of the Government’s comprehensive Business Growth Agenda, and a major initiative in the internationalisation stream of the Tertiary Education Strategy.
Science and Innovation Minister Paul Goldsmith today announced three new appointments, as well as two reappointments, to the Science Board.
New members Dr David Wratt, Dr Jill Vintiner and Professor Aidan Byrne have been appointed to the Board for terms of three years. Dr Charlotte Severne and Professor Adam Jaffe were also reappointed for further terms of 3 years and 18 months respectively.
The Science Board is responsible for the allocation of funding used predominantly by research organisations for science, technology, research, and related activities.
“Science and innovation are key elements in our effort to boost New Zealand’s productivity, prosperity and wellbeing,” says Mr Goldsmith.
“To achieve this, we must invest in excellence and we must invest for impact. The Science Board plays a major role in ensuring we invest in quality research that makes a measureable contribution to New Zealand.
“These new appointments offer expertise in a range of science disciplines and the unique skills and experience each member brings will equip the Board with valuable insight.
“I would like to express my thanks to outgoing Board member Professor Janis Swan, who finished her term on 31 December 2016, for her contribution to the Board,” Mr Goldsmith says.

Economic Development Minister Simon Bridges and Science and Innovation Minister Paul Goldsmith today announced $2 million funding for a wood-processing facility which uses automation and robotics to turn low-value pine trees into high-value wood products.
This is just one of the local initiatives announced at the release of the Tairāwhiti Economic Action Plan in Gisborne.
“Forestry is a major employer in the region and this funding accelerates research and development in this sector. This technology from Wood Engineering Technology Ltd ensures that even low value ‘pulp’ logs, or forestry blocks on remote sites, can become economically viable,” says Mr Bridges.
WET Gisborne Ltd, a joint venture between Wood Engineering Technology Ltd and the Eastland Community Trust, is building a $9 million prototype plant, where this technology is being developed.
It is expected that there will be three plants on the initial site creating 120 highly skilled jobs, and see potential opportunity in opening further plants in the more remote locations of Eastland.
“The processing plant is being partly funded through a Callaghan Innovation growth grant and demonstrates how innovative technology can improve productivity and profitability,” says Mr Goldsmith.
“Delivering commercialised technology to market is a core part of Callaghan Innovation’s mandate, so it is pleasing to see the Gisborne region benefitting directly from the government’s investment in research and development through growth grants.”
Tertiary Education, Skills and Employment Minister Paul Goldsmith and Associate Education Minister Louise Upston have today announced the release of a new online resource designed to help young people enter the workforce.
The Employability Skills Framework clearly sets out the key behaviours, attitudes and personal qualities employers say are essential for getting and keeping a job.
“Getting the job and career you want means having the right attributes and behaviours to accompany your qualifications and educational achievements. An example of this is the need for resilience in the rapidly changing world of work. Employees need to be able to handle challenges and setbacks in the workplace and seek the support they need to grow,” says Mr Goldsmith.
“The framework was designed by representatives from industry, education and government. It outlines the employability skills and competencies that help young people adapt to life in the workforce. It complements the National Curriculum for schools, and has been user-tested with groups of employers, educators and secondary students,” he says.
“This guide will be a great resource that will help young people, their teachers, family and whānau. It will help young people get work-ready,” Ms Upston says.
“The new framework has been developed to complement other resources, such as those Careers NZ makes available on its website to help young people moving from study into the workforce, and the 2017 Occupation Outlook.”
“The new framework is a great example of successful collaboration. The Pathways Advisory Group, which developed the guide, encompasses outlooks and experience from several sectors, and I am grateful to all those who contributed,” Mr Goldsmith says.
Tertiary Education, Skills and Employment Minister Paul Goldsmith has today announced the release of the 2017 Occupation Outlook app and webpage to help young job seekers and students make important study and career decisions.
“The improved Occupation Outlook provides an easy-to-use overview of job demand, likely income levels, and training requirements for different career pathways,” Mr Goldsmith says.
“This is the fifth edition of the Occupation Outlook and it marks a significant upgrade from previous years. It now covers 108 occupations, up from 60 in last year’s release. It’s more customisable and more thorough than ever before.”
The mobile app has been upgraded to sort occupations by their income, fees and job prospect dials. It also has a new matching tool for users to rate their current or desired skill levels in 12 broad subject areas to get matching occupations.
“The updated Occupation Outlook will also allow for continual changes and updates to the content throughout the year, as opposed to the previous yearly updates. The 108 occupations covered equate to about 90 per cent of the current labour market, which provides a hugely useful tool for people making important decisions about their future employment.
“The update highlights that there is high demand for workers in the health, engineering, ICT, and construction sectors, which is a reflection of the continuing growth of those sectors, in particular the record building boom.”

Science and Innovation Minister Paul Goldsmith has welcomed the signing of a ground breaking bilateral international science agreement between New Zealand and Australia at the Leaders’ meetings in Queenstown today.
The Australia – New Zealand Science, Research and Innovation Cooperation Agreement is a commitment to valuable collaboration across the innovation and science systems, and between researchers and innovative companies, on both sides of the Tasman.
“International agreements bring new knowledge, ideas, people, technology and investment into New Zealand’s science and innovation system. These partnerships also contribute to the export of the unique research and innovation generated in New Zealand,” says Mr Goldsmith.
“Our collaboration with Australia in science and innovation is already extensive and constructive. This Agreement sets out a clear work programme that will provide a focus-point for our cooperation into the future.
“New Zealand’s role as foundation investors in the Australian Synchrotron is a prime example of that collaboration, and means we now have access to a facility which can assist in the development of everything from forensics, to surgical tools, to understanding environmental issues.”
Synchrotron users vary from universities and Crown Research Institutes, through to the private sector and high-tech start-ups.
“With this new agreement, we can further enhance our scientific links for the benefit of both Australia and New Zealand,” Mr Goldsmith says.
Key initial proposals in the work programme include mapping collaborative research opportunities, research infrastructure planning and investment, standards and measurement research and the exchange of experts, knowledge and expertise.
The Agreement also provides for a wide array of future initiatives such as common science priorities, working together in other international endeavours and the promotion of a trans-Tasman innovation ecosystem for talent and investment attraction.

Science and Innovation Minister Paul Goldsmith has today announced $2 million of funding for 41 projects from the 2017 Unlocking Curious Minds contestable fund.
“The Unlocking Curious Minds fund particularly focuses on projects that engage young New Zealanders who have fewer opportunities to be involved with science and technology.
“It’s about giving young Kiwis more choices. Taking part in science and technology keeps more career options open to young people,” says Mr Goldsmith.
Funded projects will be led by a wide variety of organisations including primary schools, tertiary education organisations, Crown Research Institutes, museums, trusts, and companies.
Successful projects include topics such as:
- Introducing the concept of how organisms react to stimuli through a National Biomechanics Day across New Zealand. Engaging 1,100 students from lower-decile schools, the day will involve a series of live (and live-video streaming of) demonstrations of biomechanics technology involving students and athletes.
- Demonstrating the value of DNA through engaging Maori, Pasifika and new New Zealanders aged 12-18 by video-recording the migration stories of the students, and using the results of DNA sampling of teachers to demonstrate our shared genetic heritage.
- Raising interest in mathematics through a Maths Crafts Festival in several urban and regional centres that will introduce people to mathematical concepts by demonstrating the way these concepts are integrated into craft activities.
- Creating nature rich environments and inspiring rangitahi aged 8-15 years from Wainuiomata by allowing them to participate in the release of titipounamu (rifleman) at Zealandia, make real time scientific observations of the birds, and provide an introduction into the scientific concepts involved in bird translocation.
- The application of technology through introducing students in the Buller, Grey and Hurunui districts to seaborne remotely operated vehicles and the programming, sensor applications, camera wiring and electronics that are involved.
- Exploring New Zealand’s geology and connecting to technology through a programme targeted at students aged 4-16 from lower-decile schools in Dunedin with experts to identify and understand geological hazards, learn about the role of sensors in monitoring, and build, install and connect their own sensors to existing ‘internet of things’ networks.
The Fund was developed under the A Nation of Curious Minds – He Whenua Hihiri I te Mahara – a National Strategic Plan for Science in Society. Curious Minds is a cross-agency programme of work led by MBIE, the Ministry of Education and the Office of the Prime Minister’s Chief Science Advisor.
The Fund offered two types of grants in the 2017 round: up to $30,000 for local or community projects, and up to $150,000 for regional or national projects.

Science and Innovation Minister Paul Goldsmith has today welcomed the launch of the Waikato IT cluster, as another example of how regional and industry-led initiatives can drive economic opportunities.
The CultivateIT cluster, which already boasts around 50 members, is being officially launched at Waikato Innovation Park as part of the Waikato Tech Showcase this week.
“The CultivateIT cluster strengthens Waikato’s reputation as a strong destination for digital technology,” says Mr Goldsmith.
“It aims to nurture technology sector talent, maximise business opportunities and advance the region’s economy as a result, which is a key part of the Government’s comprehensive Business Growth Agenda.”
The cluster will provide a bigger voice for digital businesses in the region, allowing the member companies access to collaboration opportunities, make it easier to attract talent, and offer greater commercialisation opportunities in the growing digital economy.
The Waikato region has the highest rate of IT graduates in the country, and is already home to a number of leading digital technology businesses such as Endace, LIC, Gallagher, as well as the Stratus cybersecurity research project.
The cluster was originally proposed by Hamilton East MP Hon David Bennett, who was at today’s launch, and then brought to fruition by the local tech industry.
“I want to congratulate the Waikato Innovation Park and the businesses that have supported it, for getting this initiative up and running in only six months from inception to launch,” Mr Goldsmith says.
Health Minister Jonathan Coleman and Science and Innovation Minister Paul Goldsmith today announced the recipients of more than $5.7 million of funding to improve the management of long-term health conditions.
The contestable funding was awarded to three successful projects, all relating to the prevention and management of diabetes.
“Diabetes affects around six per cent of New Zealanders and their families,” says Dr Coleman.
“The Government understands the toll the disease takes on people’s lives. The management of this long-term condition is a major health challenge for the country.”
“Through this union of science and healthcare we hope to make inroads into reducing the toll of these diseases on people’s lives and in reducing the burden socially and economically,” says Mr Goldsmith.
Successful recipients are the University of Otago (Wellington) for two projects – a study into preventing type 2 diabetes by including probiotics and prebiotics in the diet, and a digital health initiative aimed at helping people prevent and manage diabetes using online tools.
Funding is also being allocated to the National Hauora Coalition to support a targeted programme aimed at improving outcomes for Māori living with diabetes.
The research fund, announced last year, is a joint partnership initiative between the Health Research Council of New Zealand, Ministry of Health, and the Healthier Lives National Science Challenge.
The Government's ongoing commitment to health research is demonstrated in the Budget 2016 announcement of an extra $97 million over the next four years for the Health Research Council.

Preventing type 2 diabetes with probiotics and prebiotics (PDP2)

A quarter of New Zealanders have pre-diabetes, which is a condition that can progress to type 2 diabetes and cause significant long-term health problems. There is now research demonstrating that the microbes in our gut affect our health in many ways, including how our bodies process foods and sugars. We can modify our gut microbes by taking probiotic supplements (which contain live bacteria that give health benefits) and prebiotics (substances from foods which support gut microbes).
This study is a blinded randomised placebo-controlled trial to see if taking a probiotic supplement with either a standard cereal or a cereal enriched with a specific prebiotic called beta glucan for six months can improve glucose and fat levels in the blood of adults with pre-diabetes. In addition, this work will evaluate the cost effectiveness of the interventions and how to translate the study findings into clinical practice.
Innovative management of diabetes with a comprehensive digital health programme

Six per cent of New Zealand adults have diabetes mellitus and one in four have pre-diabetes. Rates of both are rapidly increasing, and are higher among Māori and Pacific people. We have developed an innovative digital health programme which supports prevention and self-management of pre-diabetes and diabetes. The programme is delivered via web and mobile-based platforms. It integrates with primary care providers and uses peer support, health coaches, health tracking, and tools with engaging content to drive changes in behaviour. Initial pilot results showed that more than 70 per cent of pre-diabetics had normal blood glucose levels after four months on the programme.
We propose a group of studies, including a randomised controlled trial, to assess the clinical and cost effectiveness of this intervention in reversing pre-diabetes and improving self-management of diabetes, compared with usual care. We will explicitly assess the impact among Māori and Pacific people, and focus on translating findings into clinical practice.
Mana Tū: a whānau ora approach to long-term conditions

Diabetes is a long-term condition in which there are significant ethnic and social disparities in prevalence and outcomes. There is huge scope to reduce diabetes inequalities. The complex nature of the condition means a comprehensive and sustained approach that tackles the wider determinants for causes, management and complications is required.
We propose to test Mana Tū – a programme co-designed with whānau, clinicians, health service planners and whānau ora providers to improve the impact of clinical and lifestyle interventions for whānau living with pre-diabetes and people with poorly controlled diabetes. Mana Tū deploys skilled and supported Kaimanaaki-whānau (KMs) in practices. The KMs use a mana whānau approach and work with general practice teams while being operationally supported by a central hub. The hub will co-ordinate broader community and social service support systems for whānau and provide training, programme design, and support within a rich data environment.
