National welcomes the focus on lifting the quality of Early Learning in the Draft Strategic Plan released today, National’s Early Childhood Education Spokesperson Nicola Willis says.
“National believes all children should have access to high-quality early childhood education. Parents need confidence that early learning services are doing a good job for their children. We support the goals in this plan of improving standards and lifting quality.
“However the detail does matter and we will be studying this draft strategic plan closely.
“A key question is who will be paying for this? Are parents expected to pay?
“The Government must assure parents that these proposals won’t result in big fee hikes. Many families are already struggling with the growing cost of living. They will be nervous about moves that could increase early childhood fees.
“The Government needs to guarantee this plan won’t result in increased fees for families. Many parents are already struggling to pay for early learning and it would be terrible if this plan back-fired by reducing children’s participation in preschool education.
“A second question is where are the teachers coming from?
“National supports increasing the number of qualified teachers working in ECE centres. However we encourage the Government to be pragmatic about how this achieved. In a time of serious teacher shortages, it’s simply unrealistic to expect every person working in an early learning centre to have a mandated teaching qualification.
There are around 9,600 non-qualified educators working in early childhood education today.
“A third question is will the Government do more to crack-down on poorly performing services?
“National want to see monitoring of centres to include spot-checks, better information for parents, and more urgent action to close centres that are putting children at risk.
“National will be listening to educators and parents for their views on this plan. We support increasing the quality of early childhood education but Government policy changes must not reduce the choices, diversity and affordability of early learning for Kiwi families.”
Serious questions are being raised about whether a change to the name of Victoria University of Wellington can proceed without an amending Act of Parliament, National’s List MP based in Wellington, Nicola Willis says.
“Evidence heard in the Education and Workforce Select Committee today suggests that a University name change requires a change to legislation. This is more than just approval from the Minister of Education and could mean that the name change could be blocked.
“Petitioners Ross McComish and lawyer Hugh Rennie QC presented today about the legal process for changing the name of universities, outlining that in addition to a Gazette notice from the Minister, a name change may also require an amendment to the Victoria University of Wellington Act 1961.
“The petitioners pointed out that when Massey University changed its name in 1966 it did so with an amending Act of Parliament.
“This raises serious questions about whether a change to the name of Victoria University of Wellington can go ahead without the support of a majority of MPs.
“It would be interesting to see whether a majority in Parliament would support a change to name to Victoria University of Wellington. Students and graduates overwhelmingly oppose the change and a Parliamentary process would ensure their voices were heard.
“The change proposal doesn’t have the backing of the wider University community. The consultation process run by the University showed that 92 per cent of student submitters opposed the change proposal while 81 per cent of alumni opposed it.
“The Select Committee has now opened the petition for public submissions. I encourage interested people to have their say.
“I’m a proud alumnus of Victoria University and I oppose the name change.”
The Government has failed to deliver on its commitments to reduce children’s waiting times for early intervention service with wait times increasing significantly, National’s spokesperson for Early Childhood Education Nicola Willis says.
“Families that require an early intervention appointment for their child are waiting longer than ever with wait times increasing from an average of 74 days, outlined by the Prime Minister in May, to an average of 98.2 days as of September 30 – that’s 24 days more waiting for children in need.
“This increase is in light of the Prime Minister’s previous comments in May that ‘in the life of a little 3 or 4 year old child who’s hungry to learn that’s 74 days too long’ and despite the Government increasing funding.
“Education Minister Chris Hipkins today claimed that the Government’s funding for early intervention services hasn’t started yet. This is despite Associate Minister of Education Tracey Martin confirming that funding for early intervention services became available on 1 July 2018.
“With eight out of ten regions having wait times of over 80 days, including a 160 day wait time in Wellington, I’m concerned the Government doesn’t have a detailed plan to deliver on the promises it made to families needing early intervention support.
“In other answers to my questions the Associate Minister also said that increases in waiting times are due to challenges in recruiting frontline staff. Given these challenges, this begs the question of how the weekend’s announcement of additional support staff will be delivered.
“When in Government National kicked off an update of learning support which included testing a new model to make accessing learning support simpler and quicker.
“What matters to children and parents is the services received not the promises made. I urge the Government to make good on its promises and ensure shorter waiting times for families in need of early intervention services for their children.”
It’s time for the Government to intervene in the Wellington bus fiasco by using its powers under the Local Government Act, local National List MP Nicola Willis says.
“Wellingtonians are rapidly losing confidence in the Greater Wellington Regional Council’s (GWRC) ability to resolve the ongoing problems with the bus service.
“It’s now been 11 weeks since the new bus network was launched but I am still hearing daily from constituents whose lives have been disrupted by illogical routes, overcrowded buses and ‘ghost buses’ that never appear.
“The Government must step in and appoint a Crown Observer to support the Council.
“The previous National Government introduced new powers to ensure the Government can act where a significant problem exists with the performance of a local authority.
“A Crown Observer would have the power to monitor the Council’s progress in addressing the problems, assist the Council to resolve the problems and make recommendations to the Minister on whether further intervention is required.
“At a Parliamentary Select Committee hearing last week, elected Councillors and appointed officials seemed to be in denial about the extent of these issues.
“They said a review of the overall network design wouldn’t happen until next year. The Council Chair Chris Laidlaw struggled to identify what went wrong and officials expressed satisfaction in their planning processes.
“This is next-level denial and it’s not good enough. The Government needs to stop sitting on its hands while this fiasco unfolds.
“The Government provides millions of taxpayer dollars to support public transport in Wellington. Wellington’s quality public transport systems are a key part of what makes this a great city to live in. All that has been put at risk by the GWRC’s botched changes to the bus network.
“This fiasco has gone on long enough. The Government must act urgently and appoint a Crown Observer to the Council.”

The Education Minister must reconsider the Government’s industrial law changes which threaten to disrupt early childhood education services and may put children at risk, National’s spokesperson for Early Childhood Education Nicola Willis says.
“The Government’s proposed employment law changes are causing concern for many early childhood education (ECE) providers who say the changes are impractical and unreasonable and may compromise the care provided to children.
“The proposed changes would give Union representatives the right to walk into childcare services without warning or background checks. This is simply not acceptable.
“In addition to the significant disruption this would pose to parents and teachers, it seems to conflict with the intent of the Vulnerable Children’s Act which requires educators to undergo safety checks before working in an ECE service.
“The Early Childhood Council and others have raised concerns about new provisions allowing the Employment Relations Authority to require workers to be reinstated after an unjustified dismissal.
“Children’s safety must be paramount. While all centres should follow appropriate dismissal process, and provide remedies where they fall short, they must have the right to say no to a worker returning to work if they believe it will put children’s wellbeing at risk.
“In addition to these serious concerns for child safety, the proposed employment law changes ignore the practical realities of childcare services.
“How, for example, are childcare services meant to implement prescribed timing for meal and rest breaks without compromising adult to child ratios or their ability to serve children’s needs?
“These concerns have been raised in a submission by the Early Childhood Council and in a letter from nine early childhood education services received by my office.
“Minister Hipkins must not put children’s wellbeing at risk as he rushes to make employment law changes.”
The Government has broken its promises for early childhood education (ECE) in its first Budget leaving parents and educators to ask what priority it really places on early learning, National’s Early Childhood Education Spokesperson Nicola Willis says.
“Labour’s number one manifesto commitment to ECE was to bring in special funding for services employing 100 per cent qualified teachers. This commitment was costed in Labour’s fiscal plan at $279 million starting from 1 July, yet it was nowhere to be seen in the Budget.
“Labour also committed to improving group size and teacher:child ratios. That promise has also been forgotten.
“Parents and educators will welcome the announcement of a 1.6 per cent boost to ECE subsidies but they should read the fine print – the increase amounts to an average of $1.30 per child per week in the next financial year. It’s highly unlikely anyone will see their fees reduce as a result.
“Treasury documents confirm that extra Budget funding for ECE is mostly due to ‘volume growth driven mainly by increased immigration, higher than expected birth rates and the success of initiatives to improve awareness and engagement of families in ECE services’.
“The National Government grew funding for ECE in this way every year it was in office, so that by 2017 overall funding had doubled to $1.8 billion. It’s great that National’s efforts to promote participation in ECE is continuing to bear fruit.
“But Labour promised a lot more than business-as-usual growth funding in its manifesto and in the NZEI’s ‘Have a Heart Pledge’ that Chris Hipkins and his colleagues signed up to.
“This is about priorities. Mr Hipkins managed to find $2.8 billion for tertiary education in his first 100 days as Minister, but when it comes to ECE he’s crying poor.
“Mr Hipkins is happy to talk about the importance of early learning, but has completely failed to put Budget money where his mouth is.
“National is committed to ensuring kids get the best possible start in life with quality ECE. We will continue to hold the Government to account on its broken promises.”
The Government’s $21.5 million investment in early intervention is a positive step for children and families who need additional learning support, but there is a need to focus on reforming the system, National’s Education Spokesperson Nikki Kaye and Early Childhood Education Spokesperson Nicola Willis say.
“Labour inherited a strong economy and is awash with cash, so it’s good that it is building on National’s solid investment in education and directing more money into learning support for young children – even if it’s borrowing more and taxing people more to do so,” Ms Kaye says.
“We must continue to invest in the early years which has been a large part of our of social investment approach. That’s why last year National invested additional funding for the Incredible Years programme which assists children with autism aged two to five.
“We also provided more than $34 million in specialist behaviour services for an extra 1,000 children, and $6 million to support young children with difficulties talking and listening.
“Despite the GFC and Canterbury earthquakes, National increased the education budget from $8 billion to $11 billion, including record amounts into learning support – around $658 million a year by the time we left Government, a 30 per cent increase since 2008.
“But we recognised that the learning support system wasn’t working well enough for the children, parents and teachers who needed it. We knew we had to do more than simply pour extra money in – we needed to reform the system itself.
“That’s why we kicked off an update of learning support which included testing a new model that aims to make accessing learning support much simpler and quicker for all involved.”
Ms Willis says the Government must continue this work to ensure that young children with complex needs get support as early as possible and for as long as they need it.
“Parents and teachers will welcome this boost to learning support. The Government must now ensure all ECE services make the most of these resources for children in need.
“There is also a need to invest in the learning support workforce so that young children who may have additional learning needs, like dyslexia, dyspraxia and autism, have the right support they need from specialists, teachers and teacher aides, now and into the future.”
“The Government must also build on our Budget 2016 investment of $16.5 million for the Ongoing Resourcing Scheme, which significantly increased the number of children getting access, as well as the investments we made to lift the number of teacher aide hours by 550,000,” Ms Kaye says.
“But most importantly, we need to get the system right so that we can give children the best opportunities to help improve their lives – that should be the focus.”

Mr Speaker, I acknowledge your mana. I do so with trepidation, recalling the many Official Information Act requests I wrote to you in your former role as Minister of Education. I intend to be less of a nuisance to you as a Member of this House.
I’m late to the 52nd Parliament. I had a brief induction seven months ago and now I’m back. The privilege of being here is immense and I will make the most of every day.
I am grateful to the National Party who chose to rank me well on our list, to Party President Peter Goodfellow, our office holders and all those who support National and the values we represent.
My special thanks go to the members of Wellington Central who selected me as their candidate and backed me to the hilt.
The Wellington Central campaign trail was an education. Candidate debates with rooms full to bursting, challenging policy questions and door-knocking routes fit for mountain goats. I was supported by an energetic and resilient team enlivened by our incredible Young Nats. I thank you all.
I acknowledge my companions on that campaign trail and now colleagues in this House, the Honourable Grant Robertson and Honourable James Shaw. I learnt a lot from each of them. I suspect they were unwilling teachers, but I thank them anyway.
Grant, I hope we can sometimes work together to make good things happen for Wellington.
James, I will keep persuading you of the merits of a teal-deal.
Wellingtonians should know that while I do not currently represent an electorate here, I will always work hard on their behalf. Wellington is my home and I want it to succeed.
Growing up in New Zealand has given me great opportunities. I come to Parliament to ensure more New Zealanders can have the choices and experiences I’ve had. This should be a country of aspiration where every child can pursue big dreams.
I am a relentless optimist. New Zealand has enormous potential and I am determined we realise it.
Our forebears came here seeking security and prosperity.
My Great Great Grandfather Archibald Willis was one of them. Orphaned at 15, Archie left England, arriving here in 1854. Gold-digger, journalist, and printer, Archie met his wife Mary in Wellington and raised a large family in Wanganui. There he befriended John Ballance who became Premier of New Zealand. Ballance died in office, but first endorsed Archie for his seat.
Archie was elected MP for Wanganui in 1893. On the 6th of September that year the question of women’s suffrage came before this House: my Great Great Grandfather voted yes.
Today I follow in his feminist footsteps.
Archie was a member of the Liberal Party whose union with the Reform Party created our modern National Party. That meeting of city and country, taking the best of liberal and conservative philosophy, rejecting the binaries of ideology in favour of problem-solving pragmatism, is a tradition I am proud to represent.
My personal values come from Mum and Dad.
My mother Shona was a journalist, at one time serving in the great Parliamentary Press Gallery. She sacrificed paid work and the status it brings to raise me and my siblings. Thank you Mum.
My Dad, once a Stop and Go man for the Ministry of Works, and always a surfer, is a lawyer who lives life to the max.
Journalist, lawyer, both unpopular professions, but neither as unloved as politician.
Mum, Dad you get what you deserve.
My parents taught me we should always work hard and do our best. We should treat others as we wish to be treated. Actions have consequences, and we must own our mistakes.
Fairness, that Kiwi sense of doing what’s right, is an ideal not just to aspire to but to fight for. We do not make our own candle burn brighter by blowing out another. And when much is given, much can be expected in return.
I was raised to value education. I had many great and inspiring school teachers and I am humbled to have my former headmistress Jenny Button here today. Ad Summa!
At university I studied English Literature. I will always be a proponent of the arts and the role artists play in reflecting the beauty and complexities of our lives and society.
My unofficial second-major was my membership of the Victoria University Debating Society where I honed my debating skills, made great friends and met my husband.
Having worked jobs selling clothes, shoes and bagels, I was incredibly fortunate to land a role as a researcher, working with then Opposition Education Spokesman Bill English. Bill taught me that politics is not about personal ambition, it’s about making a difference for people. I look up to Bill not only as a political mentor, but as proof that juggling multiple children is compatible with a successful life in Parliament.
I went on to work for Sir John Key whose infectious enthusiasm, respect for all and sheer intelligence had a profoundly positive impact on our country. Thank you Sir John for your support, your belief in me and your constant ribbing.
My time with Bill and Sir John was the best political apprenticeship I could have hoped for.
It was inspiring to watch them lead New Zealand from a dark hour of financial crisis and natural disaster to a time of prosperity and choices. To see the exodus of New Zealanders leaving for Australia each year reversed as jobs and incomes flourished here at home. That transformation cemented my view that a strong economy is the foundation on which equality of opportunity is built.
Economic growth ensures New Zealanders can have better jobs, better incomes and aspiration for our children’s futures.
It doesn’t just happen.
We must back our risk-takers, innovators, and entrepreneurs who put their capital and livelihoods on the line to produce a product, idea or new way of doing things.
We must back the hard-workers, those who go the extra mile, who toil day in day out to make progress for themselves and their families.
The dairy-owner who works twelve hours a day, six days a week, with one week off at Christmas. The student who holds down two part-time jobs, the cleaners working night shift and the social entrepreneurs applying the disciplines of business to improve our world. The single Mum, who starts an online business, picking up her laptop the minute her daughter is asleep, sacrificing rest for the chance of a better future.
These people are the best of us. It is their efforts that will ensure New Zealand gets better and better.
Government can too easily take their discretionary effort for granted or worse invoke the politics of envy against them.
My desire to better understand business led me to work for our largest co-operative.
I wanted to experience the reality of managing a bottom line. Of selling New Zealand’s products to the world and striving to maximise their value.
Fonterra opened my eyes. I saw our country from new perspectives, from high-rises in Shanghai, trade offices in Jakarta, and a factory-floor in Colombo.
I saw that New Zealand has so much more to gain from embracing trade than we do from fearing it. We must remain open to the world, its markets and its people.
Best of all, I got to walk in gumboots alongside Kiwi farmers, who know that nobody owes them a living, who go out rain or shine, high milk-price or low, to earn their way in the world.
These men and women share my view that New Zealand’s land and water are taonga for which we are stewards.
Farmers should be respected as partners in the vital environmental work New Zealand has before it: to combat climate change, to clean our rivers, and to protect our biodiversity.
Mr Speaker, I am hugely fortunate to have married Duncan. He understands that caregiving is a responsibility and a privilege to be divided according to circumstance, not gender, and has again and again made sacrifices to further my dreams.
We are parents to four beautiful children aged eight, six, five and two. James, Harriet, Reuben, and Gloria. That’s you darlings.
I remember our excitement and confidence when I first became pregnant. We read all the books, drafted sleep-schedules, and planned an infancy of structured excellence.
And then our son arrived. He seemed determined not to adhere to our plans in any way at all.
Each of our children have confounded us like this, at different stages and in different ways.
The imperfection of raising children has been a gift to me. It has taught me that much is beyond our individual control, that plans only take you so far, and that the messy bits in life can be a source of joy. Parenting has deepened my well of empathy, strengthened my patience, and helped me understand that sometimes sugary treats, takeaways, cartoons, and disposable nappies are the keys to sanity. I will not be a Government-knows-best politician because I know just how imperfect family life is.
I’ve had the fortune of parenting with the support of a village: open-minded employers, engaged grandparents, loving caregivers and teachers, and the means to fill our supermarket trolley, heat our bedrooms, and buy ever-bigger shoes.
Even with all that support parenting is sometimes a tough gig.
There’s no getting away from the broken sleep, the tantrums, the hospital visits, the worry and the heartache.
I respect the many Kiwis who day in day out do the hard-work of parenting well, without fanfair and often in difficult circumstances.
It’s time we did more as MPs to acknowledge, honour and support the work of Kiwi parents. They are the heroes of New Zealand’s homes.
Too often our public institutions and services ignore the realities and demands of modern family life.
Why is it that in a world of working parents we have 12 weeks of school holidays which leave many families stressed and scrambling for childcare?
Why is it we can’t access our children’s medical and education records online?
Why when some parents choose to work an extra shift or take a promotion do they end up financially penalised by the blow-back of childcare costs, tax hikes and loss of tax credits?
Why do we so seldom acknowledge those who forgo paid employment to care for their children and contribute to their community?
Why don’t we better target investment at those crucial first 1000 days in a child’s life?
Mr Speaker, we should put whanau and family at the heart of policy.
Let me be clear. Families come in all shapes and sizes: one parent, two parents, four; grandparents as caregivers; blended, gay, married, not married, adopted, whangai. I’m not concerned by the form a family takes but by the function it performs.
What matters is the strength of the bonds, the shared values, the getting up at 2am to change the nappy or give the feed, cheering on at assembly and from the sidelines, asking the questions when progress stalls at school and providing the comforting words when worries loom at night. Support. Belonging. Unconditional love. No Government intervention can replace it.
I endorse the work of successive Governments to eliminate the material deprivation in which too many families raise their children. This work must continue.
But we are kidding ourselves if we think lifting family incomes is all that is required to strengthen Kiwi families.
We cannot ignore the cycles of dependence, dysfunction and criminality that exist in our country.
A smarter social investment approach is needed to break those cycles.
Our efforts should be joined up across Departments, Votes, Government and non-Government organisations. Bureaucratic silos must be dismantled. Data and evidence must be leveraged. Results for children and their families should be our focus, not the dollars spent.
We live in an age of technological disruption, information networks and personalised services. Government must harness those forces for the good of all our people.
Mr Speaker, politics is not just about the what, it is about the how.
We do our best as leaders when we listen well. When we treat each other with civility. When we bring people together, not when we drive them apart.
Duncan and I have taught our kids that my political opponents are good people. They share a motivation to make this country better but have different ideas about how to achieve it.
I think the members opposite me have good hearts, their ideas are occasionally a bit mad or naïve, but I want the chance to talk them round from time to time. So I intend to get to know you.
I see politics as a team sport. I am a small part of a great Party, with a long and proud history, a talented caucus and a mighty membership.
While I’d rather National was leading the Government I’m excited to play my part in reshaping us for the new challenges our country and world face. I have great confidence in the Honourable Simon Bridges and Honourable Paula Bennett and I am honoured to have theirs. I‘ll always be thankful to National’s class of ’17 for adopting me as their own.
And now, it’s time to get on with it. To walk the walk. To do the mahi. To serve.
Mr Speaker, let me finally say to my family, most especially my parents James and Shona, my sister Amanda and brother Jono, my husband Duncan and our wonderful children James, Harriet, Reuben and Gloria. I love you and I hope to make you proud.
Parents who have chosen privately owned early childhood services for their children have been put on notice by the Minister of Education, National Party spokesperson for Early Childhood Education Nicola Willis says.
“The Government is planning major changes to early childhood education through their Early Learning Strategic Plan. Terms of reference released yesterday indicate the Minister’s intention of ‘turning the tide away’ from private provision of early childhood education services,” Ms Willis says.
“By suggesting that the Government will move away from private early education the Education Minister is really saying that he doesn’t approve of parents’ choice of provider.
“Parents choose their children’s early childhood centres with care and every family’s circumstances are different. Any given centre, including a private centre, is chosen because it meets a family’s needs in terms of operating hours, location, philosophy and quality of education.
“Parents are best placed to make those choices. All centres, regardless of ownership structure, are required to meet Government-mandated quality standards. Private centres play an important role in the sector and have grown to meet the changing needs of families juggling work and children.
“It beggars belief that the Minister thinks he knows better than families what type of providers they should choose.
“New Zealand’s early childhood sector is rich because of the diversity of providers within it – from kindergartens and kōhanga reo to playcentres and home-based care.
“I’m sure parents around the country, like me, will welcome the Minister’s focus on the quality of learning in early childhood education. However, it’s reckless of him to link quality concerns with growth in privately run centres as the terms of reference for this review does.
“While a review of quality is welcome, the ownership structure of the providers should not come into it. The results for the child should be the focus.”
