回顾难忘的2016年

大家期待已久的圣诞和新年假期就要到来,难忘的2016年即将过去了。一年以来,国家党政府继续致力于建设一个更具竞争力和生产力的经济,不断改进公共服务,并负责任地管理着国家财政,我们的工作成就得到了新西兰民众的广泛认可。   在国家党政府强有力的领导下,我们的国家经济呈现出兴旺繁荣的可喜局面。截至今年11月,新西兰年度经济增长率为3.6%,在发达国家中名列第四。与此同时,我们创造了大约14.4万个工作岗位,把失业率降至4.9%。在发达国家中,新西兰的就业率排名第二。   2016年,新西兰经济进一步向多样化迈进,旅游业已经超越乳制品业,成为新西兰最大的出口产业。信息与通讯技术(ICT)服务、建筑、酿酒、国际教育和高科技制造等产业也蓬勃发展,显现出良好的前景。虽然国际市场大宗商品价格低迷给乳制品出口造成了冲击,但是我们的年度出口额仍比三年前高出84亿元,增长率约为13.4% 。   目前,我们正在全力推动可负担住房建设,满足大家的居住需求。在全国范围内,我们发放的房屋建筑许可证数量平均为五年前的两倍以上;在奥克兰,我们发放的房屋建筑许可证数量是五年前的三倍。   国家党政府全心全意为新西兰人及其家庭创造福祉。现在,新西兰人年均工资收入达到5.84万元,比2008年高出1.2万元,增幅超过同期通胀率的两倍。随着工资收入大幅增加和通胀率持续走低,大家手中有更多的现金可供支配,生活品质得到了显著改善。   在过去一年里,新西兰的国际形象变得更加正面和鲜明。世界银行把新西兰评为全球最易经商的国家。在列格坦研究机构(Legatum Institute)全球繁荣指数排名中,新西兰荣居榜首。在QS全球大学排名中,我们的八所国立大学均居于前3%;在所有国家中,只有新西兰的大学全部进入了前500名。   在改进公共服务方面,国家党政府也取得了很大成就。2016/17年度,政府财政向医疗卫生领域的投入总额为161亿元,刷新了历史纪录。我们现有的教育(不含高等教育)预算每年已高达110亿元。根据今年的财政预算案,国家党政府今后四年将再追加14.4亿元的教育投入。   国家党政府十分关注对弱势人群的照顾。我们出台了一系列政策措施,鼓励申领救济者积极寻找工作,打破依赖福利的怪圈。我们通过“社会投资”(Social...
