2008: Electoral Law Policy
MMP REFERENDUM
New Zealanders have had to wait long enough for a chance to have their say on MMP. So National will give them that chance by holding an MMP referendum no later than 2011.
That referendum will give people a choice between retaining MMP without any further consideration, or having a further vote on MMP alongside another electoral system or systems.
National will:
• Hold a binding referendum on MMP by no later than 2011.
THE MAORI SEATS
National wishes to see all New Zealanders on the same electoral roll.
At the conclusion of the settlement of historic Treaty claims, which we anticipate will be in 2014, National will begin a constitutional process to abolish the Maori seats. The reason for such a process is that this is a major change which is of interest to all New Zealanders.
REPEALING THE ELECTORAL FINANCE ACT
National will repeal the Electoral Finance Act 2007 immediately after the election. As an interim measure, the Electoral Act 1993 will be reinstated and the sections in the Electoral Finance Act relating to donations will be inserted into the reinstated act.
National will then undertake a considered process involving all parliamentary parties and the public to reform electoral law prior to the 2011 general election.
National will:
• Repeal the Electoral Finance Act, while ensuring transparency around donations remains.
• Reform electoral law through a process that involves all parliamentary parties and the public.
